Wind Repowering in Hamburg
Hamburg is a city-state with roughly 80 wind turbines (WEA), located primarily in port and industrial areas. The city is, however, the wind headquarters state: many manufacturer branches and the large wind service and finance market are based here. For repowering investments, the neighbouring states are the relevant locations.
Market Data
| Turbine fleet | approx. 80 turbines |
| Installed capacity | 0.15 GW |
| WaLG (Wind-on-Land Act) target | 0.5 % by 2032 |
| Focus | Port-South, industrial areas |
Hamburg as a Wind Industry Location
Hamburg head offices include, among others:
- Vestas Deutschland
- Nordex SE (registered office in Hamburg)
- WPD AG — Germany's largest wind project developer
- Deutsche Windtechnik (ISP market leader)
- HSH Nordbank / Nord/LB Hamburg — wind finance
- f2e Fluid & Energy Engineering (Wake2e tool, ice-throw reports)
Recommendation
Onshore wind locations: Schleswig-Holstein or Lower Saxony. Hamburg is ideal as an administrative and project-management location for wind operators active across multiple regions.
Repowering Potential
Hamburg's approximately 80 turbines are located primarily in industrial and port areas (Moorburg, Altenwerder, Francop). Repowering of individual sites is possible if the existing BImSchG (Federal Immission Control Act) permit allows a capacity increase. The proximity to large industrial off-takers makes PPA-based marketing more attractive than the EEG (Renewable Energy Sources Act) tariff.
Permitting & Law
- Authority: Behörde für Umwelt, Klima, Energie und Agrarwirtschaft (Authority for Environment, Climate, Energy and Agriculture, BUKEA)
- WaLG target: 0.5 % by 2032 (reduced as a city-state)
- Minimum setback distance: no blanket state-level rule; in practice constrained by dense development
