Expert Reports for German Wind Turbine Permits

Every BImSchG (Federal Immission Control Act) permit application for a wind turbine > 50 m total height requires a set of mandatory expert reports. Here's the complete inventory with cost ranges (2026) and accredited providers.

Which reports apply at which project stage?

Not every report is commissioned at the same time, and treating the list as one flat checklist wastes both money and lead time. Three groups are useful in practice:

The bird and bat surveys are the most common cause of delay because they are season-bound: a missed spring means waiting a full year for usable field data. Everything else on this list can, in principle, be commissioned at short notice; the ecological surveys cannot.

For repowering projects, several of these reports can draw on existing baseline data from the site's history, which is why repowering applications typically cost 15–20% less overall (see cost table below) — but an authority will still expect updated field data wherever species behavior or site conditions may have changed materially since the original survey.
