Expert Reports for German Wind Turbine Permits
Every BImSchG (Federal Immission Control Act) permit application for a wind turbine > 50 m total height requires a set of mandatory expert reports. Here's the complete inventory with cost ranges (2026) and accredited providers.
Which reports apply at which project stage?
Not every report is commissioned at the same time, and treating the list as one flat checklist wastes both money and lead time. Three groups are useful in practice:
- Pre-check / feasibility, before full commissioning: Natura 2000 pre-check, EIA pre-assessment, ice risk analysis, DIBt site suitability. These are cheap relative to the full reports and exist specifically to rule out a site early, before the expensive full surveys are ordered.
- Full application package (BImSchG): acoustic emission prognosis, shadow flicker report, species protection (bird + bat survey), landscape impact plan, visual impact assessment, structural stability report, fire safety concept. These form the core of any BImSchG application and cannot be shortened or skipped for a turbine above 50 m total height.
- Post-commissioning verification: sound emission measurement confirms, after the turbine is running, that the modeled acoustic emission prognosis holds up in reality. It is a separate, later report — not a substitute for the pre-construction prognosis.
The bird and bat surveys are the most common cause of delay because they are season-bound: a missed spring means waiting a full year for usable field data. Everything else on this list can, in principle, be commissioned at short notice; the ecological surveys cannot.
How to select an expert report provider
Three criteria matter more than price when choosing who prepares a report:
- Accreditation, not just experience. Acoustic measurement bodies need § 29b BImSchG accreditation; structural stability calculations require independent verification by a Prüfingenieur; species-protection surveys should follow the Suedbeck methodology and, where relevant, the Helgoland Paper. A provider without the matching accreditation produces a report the authority can reject outright.
- Regional experience. Several reports (species protection, landscape impact) are assessed against state-level guidelines that vary between German federal states. A consultancy with track record in the specific state will anticipate the authority's expectations; one without it may need a second round of data collection.
- Independence from the turbine manufacturer or project developer. Authorities weigh reports more favorably when the preparing office has no commercial stake in the outcome — this is a standard part of due diligence for BImSchG applications and later for lender due diligence.
For repowering projects, several of these reports can draw on existing baseline data from the site's history, which is why repowering applications typically cost 15–20% less overall (see cost table below) — but an authority will still expect updated field data wherever species behavior or site conditions may have changed materially since the original survey.
