Wind Repowering in Saxony-Anhalt
Saxony-Anhalt was one of the early expansion states of German wind power — and today it bears the consequences of that head start: a fleet whose first generations have reached the end of the line, technically and in terms of subsidy law. That makes the state a core repowering market rather than a new-build one. Where the first wind farms were built in the 1990s and 2000s, renewal is now due.
The Early Build-Out Catches Up With the Fleet
About 2,900 wind turbines with a combined 6.2 GW stand in Saxony-Anhalt. A considerable share of them dates from the early expansion years and is running out of the 20-year EEG subsidy. For these turbines the basic economic question arises: continued operation without a feed-in tariff, orderly decommissioning, or repowering. That explains why about 700 turbines count as repowering candidates for 2026 to 2030. The expiry of subsidy under the EEG 2024 is the real pacemaker here — it turns a technical ageing question into an economic decision with a clear time window.

Why Repowering Often Works Out Here
The favourable location plays into the hands of renewal. The Magdeburg Börde and the Altmark combine a good wind resource with low population density — a rare combination that allows generous rotor setbacks to residential development. Repowering here typically replaces several smaller old turbines with a few modern machines of greater hub height and higher annual output. The economic lever lies in the lower levelised cost of energy of the new technology, which can more than compensate for the loss of the EEG subsidy; a first estimate is provided by the LCOE calculator.
The Altmark counts as one of the pioneer regions of German wind power: the first commercial wind farms in the state were built there as early as the 1990s, long before nationwide expansion reached today's density. This early build-out explains why the region now has an above-average share of turbines in their third decade of service — and why repowering here is the rule rather than the exception. Permitting: Established Practice, a Clear Framework
Saxony-Anhalt forgoes a blanket minimum setback; noise protection is governed via the TA Lärm (Technical Instructions on Noise) on a case-by-case basis. The central permitting authority is the Landesverwaltungsamt (State Administration Office) in Halle, which runs the BImSchG (German Federal Immission Control Act) procedure with high routine. On the area target the state, at currently around 1.5% against the 2.2% requirement, is just on track — the designated zones are being expanded further, which creates additional legal certainty for repowering projects within designated areas.

Red Kite and Open-Land Species
The defining species-protection topic is the red kite, for which Germany carries a special global responsibility and which reaches high breeding densities in the Altmark. Added to this is the Montagu's harrier as an open-land breeder in the Börde. To replace an old turbine, the authority re-examines the ban on killing and disturbance, so an up-to-date bird survey is indispensable. Because the case constellations in the state are well known, many red kite cases can be handled via established avoidance and curtailment measures — which improves predictability.
Grid Bottlenecks in the 50Hertz Control Area
Saxony-Anhalt lies entirely within the control area of 50Hertz Transmission, the transmission system operator for north-eastern Germany. The state's high density of wind power regularly causes bottlenecks in the transmission grid during high-wind hours, which 50Hertz manages through redispatch measures. For repowering projects this shifts the site question: an existing grid connection point with secured hosting capacity is often worth more than a site with slightly better wind resource but an unresolved connection. Anyone replacing an old turbine initially benefits from the grandfathering of the existing connection — but should query the transmission system operator early about the hosting capacity actually available at the connection point, before the new turbine layout is finalised. Continued Operation, Decommissioning or Repowering
For every expiring old turbine a three-way decision stands at the end of the subsidy. Continued operation without EEG remuneration only pays off with robust wind conditions and low maintenance costs; it postpones the fundamental decision but does not resolve it. Decommissioning frees up the site but loses an established, grid-connected location. Repowering combines both: it uses the existing grid infrastructure and the planning-law pre-shaping, while at the same time raising output substantially. Because in the Magdeburg Börde and the Altmark the wind resource and grid connection are right, the trade-off there often falls in favour of renewal — provided a robust project planning brings species protection and economics together early.
Hydrogen as an Offtake Perspective
Beyond pure power generation, Saxony-Anhalt is positioning itself as a hydrogen location: the Central German Chemical Triangle around Leuna and Bitterfeld offers industrial offtake for green hydrogen from wind and PV power. Precisely for repowering turbines seeking new marketing routes beyond the EEG remuneration after the subsidy ends, this opens up a perspective. In parallel, ground-mounted solar is growing in the Börde — the flat arable land with good irradiance is suited to large-scale solar parks and complements wind use.
